In this role, Rowe will lead FalconTek’s business development, capture, and proposal operations, while shaping the company’s long-term growth strategy across federal markets.

Rowe brings more than 25 years of senior leadership experience in federal government contracting, with a focus on business development, capture management, and proposal operations spanning small efforts to $500M+ opportunities. He most recently served as Vice President and General Manager at SSI (Mid-Atlantic Professionals, Inc.), where for nearly 12 years he led business development, operations, contracting, and security functions, helping the company successfully transition from an 8(a) small business to a large business and diversify its portfolio across the intelligence, defense, healthcare, and operational support sectors.

Prior to SSI, Rowe served as Assistant Vice President of Business Development Operations at Acclaim Technical Services (ATS), and earlier held senior proposal and consulting leadership roles at SAIC/Leidos and SM Consulting, where he helped drive 800% growth and four Inc. 500 rankings before the firm’s acquisition by SAIC in 2008. His federal customer experience spans DIA, FBI, DEA, TSA, DHS, DoD, INSCOM, SOCOM, the Army, Navy, State Department, NIH, IHS, and a range of classified customers.

He spent over a decade at Aerotek, one of the nation’s largest staffing and talent firms, where he progressed from Recruiter to Account Executive and ultimately to Practice Lead — a player/coach role spanning new business development, full-cycle sales, and team leadership. Throughout his tenure, he built and scaled client relationships across a wide range of industries, consistently delivering tailored staffing solutions in highly competitive markets.

April 28, 2026 – FalconTek (Citadel Federal Solutions, LLC), a Service-Disabled Veteran-Owned Small Business (SDVOSB), is proud to announce it has been awarded a multi-year contract to provide pharmacy and logistics staffing services to the U.S. Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) in Tucson, Arizona. The award builds on FalconTek’s growing portfolio of healthcare and logistic support, including its existing engagement at the VA CMOP in Hines, Illinois.

The contract has an estimated value of approximately $114 million over five one-year ordering periods, with a ceiling of $300 million. Under the contract, FalconTek will provide Pharmacists, Pharmacy Technicians, and Shipper/Packer personnel — across both day and night operations, to support the Tucson CMOP’s mission of processing and dispensing prescription medications for veterans nationwide.

The CMOP network is a critical component of VA healthcare delivery, ensuring veterans receive timely, accurate pharmaceutical services regardless of where they live. FalconTek’s work in Tucson will directly support that mission by sustaining the trained workforce required to keep operations running around the clock.

April 27, 2026 – FalconTek (Citadel Federal Solutions, LLC) is pleased to announce it has been awarded a multi-year contract to provide Support Staffing Services to the U.S. Department of Agriculture’s National Agricultural Statistics Service (USDA NASS) Centralized Edit Unit (CEU), based at the National Operations Center in Olivette, Missouri.

The $4.37 million award was made on the GSA Multiple Award Schedule (MAS) following a full and open competition that drew fifteen bidders. FalconTek’s selection reinforces the company’s growing track record of delivering high-quality mission support to federal civilian agencies.

Under the contract, FalconTek will recruit, screen, and provide qualified Editor staff at multiple skill levels to support NASS’s survey editing operations. The CEU plays a critical role in standardizing data editing across hundreds of NASS surveys conducted annually — work that directly enables the timely release of Principal Federal Economic Indicator reports and the upcoming 2027 Census of Agriculture. The contract also provides flexible administrative and support staffing across the National Operations Division as needed.
