Rowe brings more than 25 years of senior leadership experience in federal government contracting, with a focus on business development, capture management, and proposal operations spanning small efforts to $500M+ opportunities. He most recently served as Vice President and General Manager at SSI (Mid-Atlantic Professionals, Inc.), where for nearly 12 years he led business development, operations, contracting, and security functions, helping the company successfully transition from an 8(a) small business to a large business and diversify its portfolio across the intelligence, defense, healthcare, and operational support sectors.

Prior to SSI, Rowe served as Assistant Vice President of Business Development Operations at Acclaim Technical Services (ATS), and earlier held senior proposal and consulting leadership roles at SAIC/Leidos and SM Consulting, where he helped drive 800% growth and four Inc. 500 rankings before the firm’s acquisition by SAIC in 2008. FalconTek Awarded $114M VA CMOP Contract in Tucson, Arizona

April 28, 2026 – FalconTek (Citadel Federal Solutions, LLC), a Service-Disabled Veteran-Owned Small Business (SDVOSB), is proud to announce it has been awarded a multi-year contract to provide pharmacy and logistics staffing services to the U.S. Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) in Tucson, Arizona. The contract has an estimated value of approximately $114 million over five one-year ordering periods, with a ceiling of $300 million. FalconTek Awarded USDA NASS Support Staffing Services Contract for the Centralized Edit Unit

April 27, 2026 – FalconTek (Citadel Federal Solutions, LLC) is pleased to announce it has been awarded a multi-year contract to provide Support Staffing Services to the U.S. Department of Agriculture’s National Agricultural Statistics Service (USDA NASS) Centralized Edit Unit (CEU), based at the National Operations Center in Olivette, Missouri.

The $4.37 million award was made on the GSA Multiple Award Schedule (MAS) following a full and open competition that drew fifteen bidders. FalconTek’s selection reinforces the company’s growing track record of delivering high-quality mission support to federal civilian agencies.

Under the contract, FalconTek will recruit, screen, and provide qualified Editor staff at multiple skill levels to support NASS’s survey editing operations.
